This generic
clearance for ED outreach contests is approved under the following
conditions: 1) ED shall use the generic clearance to host outreach
contests, not to collect data from the public to inform significant
policy or resource allocation decisions. 2) Before running a
contest, ED shall submit a generic IC in ROCIS with (a) screenshots
of the contest (if available, otherwise a list of the data elements
that will be part of the contest), and (b) an abbreviated
supporting statement in the template agreed to by OMB and Education
(included as a Supplementary Document in the ROCIS record). 3) If
ED requires parental consent, it will indicate that in the
abbreviated supporting statement and include the consent form as an
IC along with the contest. 4) OMB will respond with approval or
questions within 10 working days. 5) ED may initiate the contest
once OMB has approved the generic IC.

The Department is requesting OMB
approval for a generic clearance for ED's outreach contests. ED's
Office of Communications and Outreach plans to host approximately
four outreach contests each year as part of an ongoing effort to
reach out to the general public on priority issues in the
Department's national education agenda. Each contest will aim to
capture and promote improving public education from works (i.e.
videos, essays, etc.) made by individuals in a specific sub-group
(i.e. teachers, principals, etc) or from the general public. The
individual contests will be submitted under this generic clearance
for approval as they occur throughout the year.
This is a revision to make this
clearance a Generic ICR. This will allow ED to submit each
individual contest through this generic clearance. Therefore, the
hours have increased to allow for the number of contests to be
launched by ED on an annual basis.
