General Information
The Historically Black Colleges and Universities (HBCU) Masters Degree Program’s annual performance report (APR) will collect performance report data from grantees on an annual basis to comply with the Government Performance and Results Act (GPRA) of 1993, Section 4 (1115), and the Education Department General Administrative Regulations (EDGAR), 34 CFR 75.253. EDGAR states that recipients of multi-year discretionary grants must submit an APR demonstrating that substantial progress has been made towards meeting the approved objectives of the project. Grantees will be required to report on their progress towards meeting the performance measures established for the HBCU Masters Degree Program. Further, the APR lends itself to the collection of quantifiable data needed to respond to the requirements of OMB’s Program Assessment Rating Tool process.
Instructions for Submitting the Annual Performance Report
The APR consists of a cover page and three sections. The cover page and all three sections must be e-mailed to XXX@ed.gov in Microsoft Word (.DOC). Please fax a copy of the cover page, signed by both the project director and certifying official, to Gary Thomas at 202-502-7859.

Section 1 – Executive Summary
The HBCU Masters Degree Program is funded under Title VII, Subpart 4, Section 723, of the Higher Education Act of 1965, as amended (HEA), and makes grant awards to eligible institutions making a substantial contribution to graduate education opportunities at the masters degree level in the following areas: mathematics; engineering; the physical or natural sciences; computer science; information technology; nursing; allied health; or other scientific disciplines in which African Americans are underrepresented.
Instructions: Use this section to summarize how this grant award is enabling your graduate program(s) to fulfill the legislative intent of this program.
1. Please provide a brief description of the current status of your project. Describe the extent to which you have implemented all program activities and components planned for this reporting period. Please highlight your major outcomes, successes, and challenges.
2. Summarize any changes in your project since the approval of your grant application. Indicate if you plan on making changes to your project in the coming year. If so, please describe. Provide an explanation as to how these changes or anticipated changes impact your budget. Please elaborate how these changes impact your outcomes and your ability to meet your stated goals and objectives.
3. Please provide any additional information about your project that you think would be helpful to the Department of Education in evaluating your performance or understanding the contents of your annual report.
Section 2 – Performance Data

Grantees are expected to complete all relevant information requested in this section. If a specific table does not pertain to your project at this time, please write “Not Applicable” or “N/A”. Tables can be expanded to accommodate additional information; however, the contents of this section should not be modified.
What are the performance measures of the HBCU Masters Degree Program?
The primary goal for the HBCU Masters Degree Programs is to improve graduate educational opportunities for African-Americans and low-income students. The following performance and efficiency measures will provide the Department of Education with the ability to assess your academic program’s capacity to contribute to fulfilling the stated goal of this program.
Core Performance Measures
The percent change, over the period between the fall of the year the grant was issued and the fall after the end of the grant period, in the number of African American and/or low-income graduate students enrolled in the academic program(s) supported by the project.
Degrees Awarded
The percent change, over the fall semester before the grant, in the number of African American and/or low-income students graduating in the academic program(s) supported by the project.
Time to Degree
Median time to completion of a master’s degree for African Americans and/or low-income graduate students, in the academic program(s) supported by the project during the period of the grant award.
Efficiency Measure
Cost per successful outcome: Federal cost per master’s degree earned by African American and/or low-income students, in the academic program(s) supported by the project during the period of the grant award.
Number of new courses, in the academic program(s) supported by the project, added as a result of this grant.
Number of new academic concentrations, in the academic program(s) supported by the project, added as a result of this grant.
Number of new research initiatives, in the academic program(s) supported by the project, added as a result of this grant.
Number of students participating in independent research, during the most recent complete academic year.
Number of students participating in research with faculty, during the most recent complete academic year.
Number of students presenting at conferences, during the most recent complete academic year.
Number of students writing for publication, during the most recent complete academic year.
Drop Outs/Stop Outs
Number of full-time and part-time drop-outs and/or stop outs, during the most recent complete academic year.
