Residential Energy Consumption Survey
is used to collect comprehensive national and regional data on both
the consumption of and expenditures for energy in the residential
sector of the economy. Data are used for analyzing and forecasting
residential energy consumption and expenditures. Housing,
appliance, and demographic characteristics data are collected via
personal interviews with households, and consumption and
expenditures billing data are collected from energy
suppliers.

The RECS is conducted once
every four years, thus was discontinued due to the three-year time
allowance for regular ICRs, and is now a "reinstatement" ICR. The
reinstatement caused an increase of 8,784 hours annually-agency
discretion (or, program change).
