Section 214 of the Communications Act
of 1934, as amended, requires that the FCC review establishment,
acquisition, operation, line extension, and service discontinuance
by interstate common carriers. Since 1999, however, the Commission
has only regulated the acquisition and discontinuance of domestic
telecommunications services. The OMB collection pertains primarily
to Section 63.71 of the Commission's rules, which governs the
authorization process for domestic discontinuance, impairment or
reduction in service.

In Report and Order, FCC 09-40,
for IP-Enabled Services ("VoIP Discontinuance Order"), released on
5/13/09, the FCC modified Pt. 63 to extend to providers of
interconnected Voice over Internet Protocol (VoIP) service the
discontinuance obligations that apply to domestic non-dominant
telcommunications carriers under Section 214 of the Communications
Act of 1934, as amended. See item 1 of the Supporting Statement
(page 2) for a full explanation of the revisions to this
information collection (IC).
