Form 302-TV is used by licensees/
permittees of TV stations to obtain a new/modified license and/or
notify the FCC of changes. Form 302-DTV is used by licensees/
permittees of DTV stations to obtain a new/modified station
license, and/or to notify the FCC of certain changes in the
licensed facilities of those stations. Form 340 is used to apply
for authority to construct a new NCE FM, TV, and DTV station, or to
make changes in the existing facilities. Form 349 is used to apply
for authority to construct a new FM translator/booster station, or
make changes in existing facilities. On April 7, 2009, the
Commission adopted a Notice of Proposed Rule Making in the Matter
of Policies to Promote Rural Radio Service and to Streamline
Allotment, and Assignment Policies, MB Docket No. 09-52, FCC 09-30.
In this Notice of Proposed Rule Making, the Commission proposes a
number of changes to its policies and procedures in comparing
mutually exclusive applications pursuant to Section 307(b). Among
those changes is a new priority directed toward federally
recognized Native American and Alaska Native tribes and tribal
consortia.

On April 7, 2009, the
