These instructions and forms will be
used by scholarship applicants to provide information to the U.S.
Department of Education that is needed to select recipients for the
Erma Byrd Scholarship Program. Title III of the Omnibus
Appropriations Act, 2009 authorizes the Secretary to award
scholarships to individuals pursuing a course of study that will
lead to a career in industrial health and safety occupations,
including mine safety. Under the Erma Byrd Scholarship Program,
individual students apply for scholarships. In order to judge all
applications in a consistent manner and to reduce the time required
for the review process, it is necessary to collect the appropriate
information from all individual applicants by means of a uniform
application form.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
