EOIR Response to OMB’s questions on Terms of Clearance for 1125-0010
The EOIR-29 Notice of Appeal to the Board of Immigration Appeals from a
Decision of a USCIS Officer, is currently available in Portable Document
Format (PDF) on the Department of Justice
http://www.usdoj.gov/eoir/eoirforms/instru29.htm and the U.S.
Citizenship and Immigration Services
http://www.uscis.gov/graphics/formsfee/forms/eoir-29.htm websites.
Since the time of the last OMB approval of the EOIR-29, the agency has
made the form available online, as well as form-fillable, putting EOIR
partially in compliance with GPEA
Conversion of the EOIR-29 form (along with many other EOIR forms) to a
fully GPEA-compliant electronic transaction is part of EOIR's eWorld
Project. In EOIR's October 2003 GPEA update, it was noted that funding
for the eWorld project was problematic, since eWorld initiatives were
being funded with EOIR's base funds. Since that time, funding
constraints have adversely affected the project. The e-Filing phase of
eWorld, which includes the ability to file forms electronically, was
expected to commence in FY 2006. It has been delayed to provide focus
and resources to higher priority projects such as the implementation of
CASE, the Immigration Review Information Exchange System (IRIES) and
Digital Audio Recording. It should also be noted that the conversion of
the PDF forms to electronic transactions is dependent upon the
completion of the CASE Implementation and Immigration Review Information
Exchange System (IRIES). Because of these dependencies, specific
timelines as to when the forms conversion will occur are yet to be
determined.
