Other change**       Based on the change in the Higher Education Opportunity Act of 2008, additional programs will require institutions to apply for Designation as an Eligible Institution. The programs that are being added are: Promoting Postbaccalaureate Opportunities for Hispanic Americans (PPOHA), Native American Serving Nontribal Institutions (NASNTI) Program and the Predominately Black Institutions (PBI) Program. We do not anticipate burden increasing because although we are adding these three new programs as options, we don’t anticipate receiving any more applications than we have in the past. Also, the term “low income individual” means an individual from a family whose taxable income for the preceding year did not exceed 150 percent of an amount equal to the poverty level determined by using criteria of poverty established by the Bureau of the Census.
