Notification Letters



  1. Preliminary notification letter sent to inform respondents of their nomination to the review by the named Defense Agency or DoD Field Activity. This letter contains a web address, a use ID, and a password that lets respondents log in to the project website and complete a survey electronically as opposed to receiving a paper copy.


2. Example Letter from the Deputy Director of Administration and Management, which is enclosed in the initial notification package.


3. Example Memo from the Director, Administration and Management to Directors of the Defense Agencies and DoD Field Activities initiating the 2003-2004 Biennial Review process, which is enclosed in the initial notification package.


4. Example Cover letter sent with the first mailing of a paper survey.



Note: The OMB instructions have not been added to these letters for the purposes of this request. These notices are not part of the information sent to federal employees asked to complete a survey. The OMB authorization number will replace the DoD number in the upper right hand corner of the first page of the survey. Explanation to the respondent of the Paperwork Reduction Act and OMB will be added to the notification and cover letters as follows:

The enclosed memorandum from the Office of the Director of Administration and Management (ODA&M), Office of the Secretary of Defense, provides background information on the basis for and use of the Biennial Review information. Your prompt response is very much appreciated.

Recently, the Office of the Director of Administration and Management (ODA&M), Office of the Secretary of Defense (OSD), identified you as an important participant in the 2008-2009 Biennial Review - the DoD-wide survey to determine how well Defense Agencies and DoD Field Activities are meeting the needs of the organizations they serve and work with. Westat, a survey research firm, is assisting the ODA&M/OSD in the conduct of this review. Your prompt response is strongly encouraged.

 

This survey is the principal data gathering methodology for the Biennial Review. The need for the Biennial Review is defined in Section 192(c) of Title 10, United States Code, which states that every two years the Secretary of Defense must review each Defense Agency and DoD Field Activity to determine whether there is a continuing need for the Agency or Field Activity; whether the Agency or Field Activity is performing its missions in an effective, economical, or efficient manner, more so then if these missions were performed by the Military Departments; and whether the Agency or Field Activity is meeting the requirements for armed forces combat readiness.
