Project GATE is a demonstration
program designed to assist individuals interested in
self-employment to develop their businesses. To determine whether
the program should be replicated on a larger scale, an evaluation
has been conducted and is in its final stage, OMB approved an
additional survey of 400 individuals (Wave II, which was completed
early in 2007. The entire WAVE II survey had 2900 completers.
However, the analysis of Wave II data did not indicate anticipated
improved earnings; therefore, conducting an identical 5-year
follow-up with 2431 completers will enable ETA to determine whether
this finding persists over time.
The increase in burden is due
to the readministering of the Project GATE survey to participants
to assess the full impact of the demonstration program.
