This survey will be administered as a
supplement to the Bureau of the Census' Current Population Survey
in January 2009 in response to a statutory mandate in section 7 of
the Federal Deposit Insurance Reform Conforming Amendments Act of
2005 (Pub. L. 109-1730). The survey will collect data on unbanked
(those who do not have an account at a bank or credit union) and
underbanked (those who have a deposit account but who also rely on
alternative, non-bank financial service providers for transaction
or credit services)individuals.

This increase in burden is the
result of a statutory mandate that the FDIC, among other things,
estimate the size and worth of the unbanked market in the United
States and identify the cultural, language and identification
issues and transaction costs that most prevent unbanked individuals
from establishing conventional accounts.
