The Federal Energy Regulatory
Commission (FERC)is proposing to reform its Standards of Conduct
for Transmission Providers. The primary purpose of our proposed
reforms is to strengthen the Standards by making them clearer and
by refocusing the rules on the areas where there is the greatest
potential for affiliate abuse. By doing so, FERC also will makes
compliance less elusive and subjective for regulated entities, and
facilitate enforcement of the Standards by the Commission. FERC
also proposes to reform our regulations to comply with the U.S.
Court of Appeals for the D.C. Circuit decision in National Fuel Gas
Supply Corp. v. FERC, 468 F.3d 831 (D.C. Cir. 2006). FERC-717 also
covers the standards for business practices and electronic
communications of public utilities.
