This information collection is approved with change and only covers the Grant Application for the Abstinence Education Program, not the annual reports to be submitted by States. Changes to the Program Announcement were made as recommended by ACF's General Council, so the stated requirements for States to provide an account for funds allocated to them under this program were consistent with current statute.

The burden estimate for the original information collected by HRSA was based upon information provided by six pilot States. The estimated total average was 40 hours per application per State or Jurisdiction. Under ACF, two forms have been deleted from the annual application, which are not collected by this agency. Therefore, the burden hours per response have been reduced by 4 hours for the application.
