Section 507(b) of P.L. 95-87 provides
that persons conducting coal mining activities submit to the
regulatory authority all relevant information regarding ownership
and control of the property affected, their compliance status and
history. This information is used to ensure all legal, financial
and compliance requirements are satisfied prior to issuance of a
permit.
In this final rule, OSM is
reducing burden on industry by requesting information on certain
individuals, but not all, that make up entities in the
organizational structure of the applicant for surface coal mininig
and reclamation operations. This is a compromise between industry
and regulatory authority comments received in the proposed
rule.
