Changes made to
the original submission reflect the fact the ACF does not have the
statutory authority to assure confidentiality. The Privacy Act does
apply to this particular information collection because ACF is
gathering data from various organizations with whom it has a
contractual relationship, not from random individuals. Therefore,
when addressing issues of confidentiality, ACF is reminded that no
references to the law can be made as it is not applicable in this
situation. Additionally, ACF is reminded that in accordance with
items 10 and 11 of the Guidance on Agency Survey and Statistical
Information Collections, issued in 2006, any information collection
that employs statistical methods must contain a Part B
submission.
