MMS collects the information to
determine whether an OCS facility will have a significant effect on
the air quality and readiness of an offshore lessee to prevent or
contain pollution in offshore waters. Respondents are Outer
Continental Shelf Federal oil and gas and sulphur lessees.
The increase in burden occurred
when it became evident that MMS had not adequately cov-ered the
burden for 30 CFR 250.301(a).There are approximately 4,000 manned
and unmanned facilities in the OCS.For some unapparent reason, only
the burden for the manned facil- ities, and not the unmanned
facilities, had been included in this collection. Mean while,
industry has always, and continues to do inspections on all
facilities and keeps appro-priate records.Therefore, we request an
adjustment increase to rectify this situation.
