Process for the Selection and Chartering of Value Exchanges
Step One:
Reviewers will be identified from Quality Alliance Steering Committee Expansion and Infrastructure Workgroups (see list below) and supplemented as needed to make 3-4 five member review teams.
Step Two:
Reviewers will be assigned to teams such that each team is comprised of one purchaser/employer, one health plan representative, one provider representative, one consumer representative, and one non-AHRQ federal employee. Each team will be supplemented as needed to include Quality Improvement Organization and Health Information Exchange expertise.
Step Three:
Two month enrollment period opens September 1 with application and instructions posted on AHRQ website.
Step Four:
Notice of open enrollment placed on HHS website.
Step Five:
Email sent to all Community Leaders notifying them of enrollment and application posting.
Step Six:
Conference call of reviewers conducted to explain process, timelines, and scoring instructions.
Step Seven:
Each application screened by AHRQ staff for Community Leader designation.
Step Eight:
Applications assigned to specific teams with conflicts of interest minimized. If feasible, each application reviewed by two teams (assumes 30 applicants and maximum of 15 applications per team).
Step Nine:
Applications assigned and scored as they are submitted.
Step 10:
AHRQ staff average each applicant’s average scores by function.
Step 11:
A grid of applicants’ average scores by function presented to the AHRQ Director to make final decision of how many and which applicants will be chartered at the end of the first month and at the close of the enrollment period. Attempts will be made to maximize geographical and population diversity.
Step 12:
Total group of VEs selected to be chartered presented to entire group of reviewers without scores for final reactions and sign off.
Step 13:
Plans to publically announce those selected established (press releases, press conference, etc.)
Step 14:
Selected entities notified and arrangements for public announcements finalized.
Step 15:
Signed charters readied for distribution.
Step 16:
Distribution mechanism finalized.
