Good Morning Rachel,
 
 
The 1840-0068 information collection prior to submitting last years Information Collection Budget request for 2007 contained seven programs NRC/FLAS; LRC; AORC; IRS; UISFL; BIE; and GPA.   When we submitted our ICB for 2007 we indicated that we wanted to seperate the seven programs and submit each separately for OMB clearance. 
 
Our first reason for taking this action was due to the fact that not all of the seven programs compete each year, and some of the programs will not compete until 2009 and 2010.  Our second reason was all of these packages are now Grants.gov applications, which requires that they be published in Grants.gov separately with their own individual CFDA numbers.
 
A change sheet was requested to remove three ( NRC-FLAS; LRC; and AORC) of the seven, which will not compete until 2009 and 2010.  The remaining four programs- IRS,UISFL, BIE, and GPA will be submitted separately for OMB clearance.   As you previously suggested to us, we are doing this to properly reduce agency burden.

ED is requesting to reduce the burden for this collection by 14,109 hours.  However, it is not clear why this change is being requested.  The only justification we could find was a paragraph in a separate memo in ROCIS (pasted below).  This paragraph does not explain what programs are being combined, why they are being combined, and how this results in an actual burden reduction on the public.  Also, the sentence about Congress is very confusing; please explain how that relates to this collection.
 
Please provide a more detailed and clear explanation of why this change is being requested.  Thanks.
 
 

This change activity is motivated by OPE's International Education program office planning long range and spotting that 3 of their 7 programs that were combined within this package for many years will not be  needed for a number of years.  Many things may occur from Congress or the Administration before they are resubmitted to OMB years from now.  This does save the department noticeable public burden.
