This ICR is
approved on the understanding that, consistent with the associated
rule, (1) ACF will monitor annual state expenditures on Child Care
to see if there are any decreases between now and 2010; (2) when
the ICR for the State Plan is up for renewal in 2010, ACF will
include in its 60-day and 30-day Federal Register notices a
solicitation for comments from the public as to whether
availability of child care has decreased over the previous 2 years
and/or the child care that is available does not meet the needs of
working parents. If there is a) evidence that state funding for
child care has decreased and b) public comments are received which
express concern about decreased availability of child care, then
new reporting requirements will be considered for the 2010-2011
State Plan ICR.

The Child Care and Development Block
Grant (CCDBG) Act of 1990, as amended, requires that States and
Territories submit a biennial Plan (ACF-118) in order to receive
Federal funds. The statutorily required Plan provides the public
and ACF with a description of, and assurances about, the States'
and Territories' child care programs. The ACF-118 is approved
through June 30, 2008. In July 2007, States and Territories will
submit their FY 2008-2009 Plans, which necessitates the extension
of the ACF-118 with minor corrections and modifications.
