Because this ICR
is not going to assess ultimate outcomes of this program (e.g. the
effects on the wider community/populations being served), this ICR
is approved on the understanding that ACF will refer to the results
of this survey as "outputs" rather than "outcomes" when reporting
results to the public. ACF also agrees to take the "maturity"
(grant cycle) of grantees into account when analyzing and reporting
on findings and to assess non-response bias to the extent that
administrative data on these organizations (e.g. funding priority
area, age, type of organization, legal status, size, location) are
available. Though approval is granted for 36 months, ACF will--per
the PRA--submit ICR-revisions for all subsequent rounds of
information collection that are substantively different (e.g.
utilize different instruments or collect information from different
respondents) from that which is granted approval in this ICR.

This is a survey of faith-based and
community organizations that received small capacity building
grants under the Compassion Capital Fund. The survey seeks
systematic information about the organizations and the areas of
organizational capacity changed as a result of receipt of the
grant.
On behalf of this Federal agency, I certify that
