Explain any unusual or atypical costs or benefits of this period's match:
All resource costs have been calculated to include the SSA agency overhead standard of 38 percent. SSA RO/CO coordination costs include the activities associated with SSA Regional Fugitive Felon Coordinators negotiating the matching agreements and the coordination efforts of the Office Of Investigation Regional office staff working with law enforcement to resolve warrant information. Other SSA costs include central office (OIG and SSA) staff oversight and OIG agent time spent on the Fugitive Felon investigations prior to referring the case to SSA FO’s for administrative action. Savings are attributed to Federal and State SSI administered programs.
The FY 2001 match data covers matches conducted with: the National Crime Information Center (NCIC) which includes some warrant information from every State; the U.S. Marshal’s Service for all Federal warrants; and, matched data received through agreements with some States/local large law enforcement jurisdictions. The volume is expected to increase as additional agreements are negotiated. The Office of the Actuary projected $95m savings for the first five years of the match.
