MONTHLY IMPORTS REPORT
INSTRUCTIONS
QUESTIONS

EIA by fax, e-mail, or secure file transfer. Should you
choose to submit your data via e-mail or facsimile, we
must advise you that e-mail and facsimile are insecure
means of transmission because the data are not
encrypted, and there is some possibility that your data
could be compromised. You can also send your Excel files
to EIA using a secure method of transmission: HTTPS.

PURPOSE
The Energy Information Administration (EIA) Form EIA-814,
"Monthly Imports Report," is used to collect data on imports of
crude oil and petroleum products. The data appear on EIA’s
website at www.eia.doe.gov and in numerous government
publications.
WHO MUST SUBMIT
Form EIA-814 is mandatory pursuant to Section 13(b) of the
Federal Energy Administration Act of 1974 (Public Law 93-275)
and must be completed by each Importer of Record (or Ultimate
Consignee in some situations regarding Canadian imports) who
imports crude oil or petroleum products:

into the 50 States and the District of Columbia,
into Puerto Rico, the Virgin Islands and other U.S.
possessions (Guam, Midway Islands, Wake Island,
American Samoa, and Northern Mariana Islands,
into Foreign Trade Zones located in the 50 States and
the District of Columbia, and
from Puerto Rico, the Virgin Islands and other U.S.
possessions into the 50 States and the District of
Columbia.
Canadian Imports
When crude oil or petroleum products are imported from
Canada and when the shipper of the import is a Canadian
company, the Ultimate Consignee must report imports on the
EIA-814. For example, when a Canadian shipper is listed as
the Importer of Record in Block 11 of the Customs Form
(CF) 7501, “Entry Summary,” the company listed as the
Ultimate Consignee shown in Block 9 of the CF 7501 must
report on the EIA-814.

WHEN TO SUBMIT
Form EIA-814 must be received by the EIA by the 20th
calendar day following the end of the report period (e.g., the
Form EIA-814 covering the January 2007 report period must
be received by February 20, 2007).

the information (other than quantity) is the same for more than
one shipment. Otherwise, report each shipment on a separate
line. Do not report any shipment or combined shipments with a
quantity less than 500 barrels for the report month.
GENERAL INSTRUCTIONS
Definitions of petroleum products and other terms are available
on our website. Please refer to these definitions before
completing the survey form.
PART 1. RESPONDENT IDENTIFICATION
•

Enter the year and month on each page. The monthly
report period begins at 12:01 a.m. EST on the first day of
the month and ends midnight of the last day of the
month.
Enter the 10-digit EIA ID Number. If you do not have a
number, submit your report leaving this field blank. EIA will
advise you of the number.
Report all quantities to the nearest whole number in thousand
barrels (42 U.S. gallons/barrel). Quantities ending in 499 or
less are rounded down, and quantities ending in 500 or more
are rounded up (e.g., 106,499 barrels are reported as 106 and
106,500 barrels are reported as 107). Report quantities
o
corrected to 60 degrees Fahrenheit ( F) less basic sediment
and water (BS&W).
Report all imports of crude oil and petroleum products that
occurred during the report month. For purposes of this report,
“after entry through Customs” is said to occur on:
•
the “entry date” specified on the U.S. Customs Form
CF7501, “Entry Summary;” or
•
Enter the name and mailing address of the importer of
record. If there has been a change since the last report,
enter and “X” in the block provided.
•
the “date of withdrawal conditionally free of duty”
specified on U.S. Customs Form CF 7501, “Entry
Summary;” or
•
Enter the name, telephone number, fax number, and
e-mail address of the person to contact concerning
information shown on the report. The person listed
should be the person most knowledgeable of the specific
data reported. Check the box provided if the contact
information is different from the prior month.
•
the “import date” specified on the U.S. Customs Form
214, “Application for Foreign Trade Zone Admission
and/or Status Designation;” or
•
the “date of exportation” specific on the U.S. Department
of Commerce Form 7525-V, “Shipper’s Export Declaration,”
for shipments from Puerto Rico to the 50 States and the
District of Columbia.
PART 2. SUBMISSION/RESUBMISSION INFORMATON
Refer to “How to Submit” section for more details or methods
for submitting data.
Resubmission
A resubmission is required whenever an error greater than
5 percent of a previously reported value is discovered by a
respondent or if requested by the EIA.
Enter "X" in the resubmission box if you are correcting
information previously reported.
Report on the Imports Activity Detail page only the affected
line(s) giving the revised data and using the same line
number(s) used in the original submission. Then complete and
submit a revised Imports Activity Summary. Complete the EIA
ID number, the report period, contact information and enter “X”
in the resubmission box if you are correcting information
previously reported.
Imports into the 50 States and the District of Columbia should
be reported as individual import transactions and include
imports from Puerto Rico, the Virgin Islands, and other U.S.
possessions. In addition, imports into Puerto Rico, the Virgin
Islands and other U.S. possessions should be reported as
separate transactions. For example, imports of crude oil into
Puerto Rico and the Virgin Islands should be reported using the
producing country as the “Country of Origin” and a port in
Puerto Rico or the Virgin Islands as the “Port of Entry.”
Products shipped from Puerto Rico or the Virgin Islands to the
50 States or the District of Columbia should also be reported,
with Puerto Rico or the Virgin Islands as the “Country of
Origin”and a port in the 50 States or the District of Columbia
as the “Port of Entry.”
Foreign Trade Zones
SPECIFIC INSTRUCTIONS
Crude oil that is imported into a Foreign Trade Zone within the
50 States or the District of Columbia should be reported as an
import of crude oil, not as imports of the products produced
from the crude oil.
PART 3. IMPORTS ACTIVITY SUMMARY
Bonded Storage
Report the “Total Number of Line Entries” and the “Total
Quantity” of the imports reported in PART E. IMPORTS
ACTIVITY SUMMARY.
PART 4. IMPORTS ACTIVITY DETAIL
Consecutively number each Detail page. The line number
column within the Imports Activity Detail section is consecutive
regardless of how many pages are required unless you are
resubmitting information previously reported.
Shipments may be summarized and entered on one line if all

Imports that enter bonded storage should be reported only
when they are withdrawn from storage either with duty paid for
domestic consumption (e.g., KEROJ for kerosene-type jet fuel)
or withdrawn free of duty for use as fuel for vessels and aircraft
engaged in international trade (e.g., BKERJ for bonded
kerosene-type jet fuel). Refer to Table 1 for special commodity
codes to be used for petroleum products withdrawn from
bonded storage for use in international trade.
For Each Line of the Imports Activity Detail, report:
Line No.: Enter a two-digit consecutive number for each line.
Begin numbering with “01.”
EIA-814, Monthly Imports Report
Type of Commodity: Enter the appropriate commodity
abbreviation or product code as found in Table 1. For example,
if the commodity imported is Reformulated Motor Gasoline
Blended with Ether, you may enter either MGRFE or 124 in this
column. Table 1 also displays what corresponding code to use
on the EIA-804" Weekly Imports Report”, e.g., Ethane should
be reported under product code 110 on the EIA-814, but should
be reported on the EIA-804 under product code 230 (Liquefied
Petroleum Gases).
Commodities that are intended to be processed further at a
refinery (other than blending by mechanical means, such as
splash or rack blending) are to be reported as Unfinished Oils
except for Crude Oil, Aviation Gasoline Blending Components,
Motor
Gasoline
Blending
Components,
Other
Hydrocarbons/Hydrogen, ETBE, Fuel Ethanol, MTBE, and All
Other Oxygenates. Note that while US Customs declarations
forms do not make a distinction for Unfinished Oils, the EIA
does make such a distinction. For example, if an imported
commodity was reported to US Customs on Form 7501 as a
Residual or Distillate Fuel Oil, and this commodity is intended
to be further processed by a refinery, it should be reported to
the EIA as an Unfinished Oil (one of four categories) on the
EIA-814, “Monthly Imports Report”.
Port of Entry: Enter the four-digit code for the port at which the
commodity was unloaded. Refer to Table 2 for valid ports of
entry.
Country of Origin: Enter the country from which the crude oil
was produced or petroleum products originated. In the case of
crude oil, report the original producing country, not any
intermediate trans-shipping source.
Quantity: Enter the quantity of the commodity imported in
thousand barrels. Quantities are to be corrected to 60oF less
BS&W.
SANCTIONS
The timely submission of Form EIA-814 by those required to
report is mandatory under Section 13(b) of the Federal Energy
Administration Act of 1974 (Public Law 93-275), as amended.
Failure to respond may result in a civil penalty of not more than
$2,750 each day for each violation, or a fine of not more than
$5,000 for each willful violation.
The government may bring a civil action to prohibit reporting
violations which may result in a temporary restraining order or
a preliminary or permanent injunction without bond. In such civil
action, the court may also issue mandatory injunctions
commanding any person to comply with these reporting
requirements.
FILING FORMS WITH THE FEDERAL
GOVERNMENT AND ESTIMATED REPORTING
BURDEN
Respondents are not required to file or reply to any Federal
collection of information unless it has a valid OMB control
number. Public reporting burden for this collection of
information is estimated to average 2 hours per manual
response and 1 hour and 15 minutes per response by electronic
transmission. This includes the time for reviewing instructions,
searching existing data sources, gathering and maintaining the
data needed, and completing and reviewing the collection of
information. Send comments regarding this burden estimate or
any other aspect of this collection of information including
suggestions for reducing this burden to: Energy Information
Administration, Statistics and Methods Group, EI-70, 1000
Independence Avenue, S.W., Washington, D.C. 20585; and to
the Office of Information and Regulatory Affairs, Office of
Management and Budget, Washington, D.C. 20503.
Sulfur Percent by Weight: Enter the sulfur percent by weight
rounded to two significant digits (e.g., 1.28) for crude oil and
residual fuel oil.
API Gravity: Enter the API Gravity rounded to two significant
digits (e.g., 26.71) for crude oil only.
Name of Processing Company: Enter the complete name of
the processing company (refinery, blender, or storage facility)
regardless of whether it is your company or another company
for crude oil, unfinished oils, other hydrocarbons/hydrogen,
oxygenates, and blending components only.
Location of Processing Facility: Enter the location (U.S. City
and State) of the processing company for crude oil, unfinished
oils, other hydrocarbons/hydrogen, oxygenates, and blending
components only.
PROVISIONS REGARDING
CONFIDENTIALITY OF INFORMATION
Information reported on Form EIA-814 will not be treated as
confidential and will be publicly released in identifiable form.
In addition to the use of the information by EIA for statistical
purposes, the information may be made available, upon
request, to other Federal agencies authorized by law to
receive such information for any nonstatistical purposes such
as administrative, regulatory, law enforcement, or adjudicatory
purposes.
