Program Evaluation of the Professional Technical Studies (PTS)

Curriculum and High School Counseling Program

JUSTIFICATION


  1. Need for Information Collection. The Department of Defense Education Activity (DoDEA) is conducting program evaluations of the Professional Technical Studies (PTS) curriculum and High School Counseling program through six group interviews at each school: students/parents of students in grades 9-10, students/parents of students in grades 11-12; and students/parents of students enrolled in PTS courses. Detailed descriptions for these Curriculum and Counseling data collections are found under “Uses of the Information” of the Supporting Statement submitted for the generic clearance approved under OMB Control Number 0704-0437.


  1. Use for Information Collection. Information gathered via these one-time voluntary data collections will provide DoDEA a means to quickly identify PTS curriculum issues, assess the need to review and update the schools’ PTS program; gather information on the availability of counseling services, and identify counseling issues.


3. Information Technology. Because these data collections are face-to-face group interviews, information technology will be not be used by respondents.


4. Respondents, Response Rate, and Burden Hours. Respondents are students and parents/guardians of students enrolled in DoDEA schools. The total of respondents is estimated to be 425, those not covered under Title 10 USC 1782 represent 4% (n=17). These group interviews will be conducted one-time only.

5. Labor Costs to Respondents. Based on the total of respondents, the response cost is estimated to be. $256.99 [(9 students $5.15) + (4 parents $20.66)+(4 parents $32.00)


4. Sample, sample plan, and response rate. Two schools from each of DoDEAs three Areas were selected via a stratified sample based on total enrollment, branch of service, and number and types of PTS courses offered. Students and parents not covered under Title 10 USC 1782 will be randomly selected as a proportional sample relative to the school’s overall population. Participation by students and parents is strictly voluntary. The relatively small sample size has minimal burden on the respondents.


4. Data tabulation. . Responses from the group interviews will be verbal and will be recorded by DoDEA staff using Adobe Acrobat Professional. Data from individual schools will be consolidated by DoDEA Research and Evaluation staff.


5. Analytic Considerations. Using SPSS Text Analysis, aggregated responses will be electronically coded and broad themes and categories of responses will be identified. Analyses will be textual in nature based on the major theme of the majority of responses per question. A final report will be generated based on responses for DoDEA overall, no disaggregation by school, district, or Area will occur.
