Good Afternoon,
The move to Grants.gov and a totally electronic format has eliminated a number of (past) required forms. In the past those forms required actual signature and / or letters of support or authorizations and  were very time intensive. Applicants are no longer saddled with those requirements; ergo our estimate of 56 hours. Thanks Jo

OMB has a follow-up question in response to question #4 below:
 
Education is claiming that it used to take 80 hours to complete the HSI application (5,600 hours/ 70 respondents), and that as a result of program changes it now only takes 56 hours (5,600 hours/ 100 respondents) to complete the application.  Please explain why Education believes that page limitations and electronic submissions will lead to such a drastic decrease (-24 hours) in response time.  While we agree that the response time is likely reduced, we think that this may be an overestimate.

OMB has the following comments on "Applications for Grants Under the Developing
Hispanic-Serving Institutions Program."  Please note that the ICs for this collection appear to have been improperly submitted.  Please call at your earliest convenience to discuss how we can rectify this problem.
  1. Please identify the major changes to this collection that have caused it to be submitted as a revision, rather than an extension. [Proctor, Carnisia] The major changes to the application package are related to the Department mandatory electronic submission using Grants.gov. 
  2. Why isn't this application being submitted under Education's generic application ICR (1890-0001)?  Also, why was only one FR notice published (on 9/21/06)? [Proctor, Carnisia] The Title V program has program specific eligibility requirements that are not collected through a generic application. 
  3. Education states that the increased burden can be attributed to "the increase of the number of eligible institutions."  Please explain the reason why more institutions are now eligible for this program. [Proctor, Carnisia]  Institutions that were funded in Fiscal Years 1999 & 2000 are now eligible to reapply for a grant. 
  4. Education is requesting an increase of 30 respondents, but no increase in burden hours.  Please explain why there is no accompanying increase in burden hours. [Proctor, Carnisia] Though the number of respondents have increased, the number of burden hours remains the same due to page limitations as well as the electronic submission through grants.gov that requires standard forms for all discretionary grants. 
  5. The memorandum from Josephine Hamilton dated 9/18/06 is currently improperly included in ROCIS in the location for "Part B" of the supporting statement. Please move this memo to the "supplementary documents" section of that same "ICR documents" page.
