approved on the understanding that 1) ACF will not provide
assurances of confidentiality because it is unclear whether it has
the statutory authority to do so; Alternate language (e.g. "private
to the extent permitted by law") will be used instead; 2) aside

end of the survey for purposes of clarifying their responses to
this IC, no further "in-depth studies" as referenced in the
supporting statement will be conducted under this ICR.

Under this contract with the U.S.
Department of Health and Human Services, the Urban Institute and
Mathematica Policy Research, Inc. will conduct a national survey of
business establishments to help understand the demand side of the
TANF labor market.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
