Revisions to the Collection Instrument:
In December 1999 the Ticket to Work and Work Incentives Improvement Act (Public Law 106-170) was signed into law. The law established a Ticket to Work and Self-Sufficiency Program (Ticket to Work Program) that repealed SSA's authority to refer disability beneficiaries to State Vocational Rehabilitation (VR) agencies (see attached amendments to the Social Security Act reflected in PL 106-170). The legislation also eliminated VR refusal in all States. Therefore, SSA is no longer collecting information from the VR agencies regarding VR referral or VR refusal on the SSA-199 (0960-0310) or in any other information collection. While this law went into effect in the year 2000, the clearance package was not amended to reflect this change in 2000 or in 2003; therefore, SSA is amending it now.
