Approved
consistent with the following terms of clearance: approved for a
period of one year, given that the new system for employees
registration will provide significant benefits for surveying and
tracking potential respondents, in the next submission of this
collection of information to OMB VA shall address the following
items: 1. the response rates obtained during the current approval
2. the utility of continuing to conduct the survey as a census
rather than selecting a probability sample and 3. in consultation
with the steering committee, VA shall assess the feasibility of
incorporating a non-response bias analysis into the next version of
the survey. Further, VA should be aware that low response rates
(e.g. 30%) are not sufficient to yield representative or reliable
information on a national level and if response rates for this
version of the survey remain low the Department should make
appropriate corrective revisions, including those discussed above,
prior to the next submission of this collection of information to
OMB for review.
