Section 7213(a)(1)(A) of Public Law
108-458 limits the number of allowable replacement Social Security
Number cards to three per year and ten per lifetime, except under
specific circumstances. These new interim final regulations
describe these limits and explain the circumstances under which
they may be circumvented. The respondents are SSN holders wishing
to request replacement cards who may exceed the new allowable
limits or who have circumstances which will not count toward the
limits.
