effective date of the rule, submit a change worksheet reflecting
the anticipated increase in burden. NOTE: Although the rulemaking
associated with this package is deregulatory in nature, there will
be a short term increase in burden for those facilities who apply
for relief. In future submissions, NRC should evaluate the effect

NRC is amending its regulations to
permit power reactor licensees to implement a voluntary,
risk-informed alternative to the current requirements for analyzing
the performance of emergency core cooling systems (ECCS) during
loss-of-coolant accidents (LOCAs).
On behalf of this Federal agency, I certify that
