The Public Health Service (PHS) Act
authorizes block grants to States for the purpose of providing
substance abuse prevention and treatment services. Under the
provisions of the law, States may receive allotments only after an
annual application is submitted and approved by the Secretary. This
submission provides States with the forms and instructions for
their applications so they can comply with the requirements of the
law and regulations implementing the law. Beginning in FY 2000
prevention and treatment outcome measures are included for
voluntary reporting by States that have data available.
