This program provides for preferred
procurement of biobased products by Federal agencies. Section 9002
of the Farm Security and Rural Investment Act of 2000 establishes a
requirement that Federal agencies must purchase biobased products
with limited execeptions. When designating items, the Secretary
must provide Federal agencies information on the availability,
relative price, performance and environmental and public health
benefits of such items and where appropriate recommend the level of
biobased material to be contained in the procurred
product.
On behalf of this Federal agency, I certify that

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
