this collection for one year with the understanding that the
Department will insert the following text regarding new program
measures to be instituted in the next grant cycle: "The Government
Performance and Results Act (GPRA) of 1993 directs Federal
departments and agencies to improve the effect- iveness of their
programs by engaging in strategic planning, setting outcome-related
goals for programs, and measuring program results against those
goals. Program officials must develop performance measures all of
their grant programs to assess their performance and effectiveness.
The Department has developed a set of common measures for use by
the Department's technical ass- istance programs, including the
Parent Resource and Information centers. While grantees will not be
required to report data for these new measures for 2005-06, the
Department anticipates that grantees will be required to report on
these measures with the 2006-07 project period. The common measures
are: (1) The percentage of products and project designs (for
services such as professional development, problem solving, &
networking) that are deemed to be of high quality by an independent
review panel of qualified scientists; (2) The percentage of
products and project designs (for services such as professional
development, problem solving, & networking) that are deemed to
be of high relevance to educational policy or practice by an
independent review panel of qualified prac- titioners; and (3) The
percentage of all products and services that are deemed to be of
high usefulness to educational policy or practices by target
audiences."
