all survey items under this generic clearance to OMB which OMB must
approve prior to fielding. NIH will provide annual reports on this
generic clearance to OMB specifically listing all surveys that have
been conducted during the currently requested approval period, all
surveys that are currently active, all new survey items that began
in the year in question, the total number of hours used under this
generic clearance and the total hours originally approved. NIH
should also provide a discussion of the predicted and actual
response rates for survey items, and a discussion of measures to
improve response rates below 60%. OMB will review individual
surveys under this clearance on an expedited basis.

The Modular Application/Grant process
has been in effect for two years. At the outset of its
implementation, the community was advised that the process would
reduce administrative burden by focusing the efforts of the
investigators and officials.
