Fishermen in Federally-managed
fisheries in the western Pacific region are required to provide
certain information about their fishing activities. A regulatory
amendment to the western Pacific pelagics fishery management plan
now necessitates a revised collection of information. Hawaii-based
longline permit holders would be required to include in their
pre-trip notification to NMFS information on fishing trip type. The
required information enables NMFS to determine, prior to departure
of the permit holder's vessel, if that vessel must carry an
observer. NMFS intends to place observers on all Hawaii-based
longline vessels
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).

the proposed collection of information, that the certification
covers:

(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
