Cost to
respondents to maintain records, as stated in question 12 of ED's
supporting statement submission, is $43,200, and not $300,000. The
following Terms apply to this approval: for next submission ED will
display progress towards implementing an electronic financial
reporting system for respondents. ED should include in the next
submission a description of how such a system is being created or
implemented, and the expected percentage of submissions to be
collected eletronically. Furthermore, in future collections, ED
should be more specific about how the information collected will
not only meet the statutory requirement, but will inform and drive
the Department's monitoring activities.

The financial report requires
investment data from institutions for the purpose of assessing
their progress in increasing their endowment fund resources. The
data is also used to monitor compliance with statutory and
regulatory provisions.
