This collection
is cleared as a preliminary case study only. As stated in the memo
dated 10/17, ACF will not consider this to be a "best practices"
study or an impact or evaluation study. The study can be used to
highlight potentially "promising" practices and to inform ACF in
developing future research protocol. As agreed in the meeting on
10/15 and the email on 10/17, this study should be seen in
conjunction with a larger-scale, quantitative research study that
answers core questions about the use of CCF funds and the role of
intermediaries in funding of faith based organizations. ACF should
continue to work with OMB and the WHFBCO to determine the best next
steps for this research agenda.

Direct and observational information
will be collected from intermediary organizations on their
operations and approaches to working to build the capacity of
faith-based and community-based organizations. Direct information
will also be collected from staff in faith-based and
community-based organizations about their experience in receiving
assistance and services from intermediaries.
