SAMHSA will work with VA and HUD to explore and examine ways of
constructing meaningful comparison groups for as many of the sites
as practical to provide a better evaluation of client outcomes.
Agencies should also work with the funded sites to identify
opportunities for creating comparison groups by tracking persons
who are not in the program through survey data collections and/or
existing administrative records. If no practical options exist for
collection of comparison group data, analysis plans must be
developed to benchmark the results to similar studies on this
population. The agencies will report back to OMB upon resubmission
of this ICR in one year on the results of their examination of
potential comparisons and plans to augment the current research
design to comply with these terms of clearance. For resubmission,
OMB will waive the 60 day Federal Register Notice and SAMHSA will
submit the 30 day Federal Register Notice concurrent with OMB
resubmission. At that time, OMB will approve the ICR (if the above
stated terms are met) for the remaining 2 years of the study.

This initiative, which seeds to
implement a collaborative and comprehsnive approach to addressing
the problems of homelessness, is being coordinated by the US
Interagency Council on the Homeless and involves participation of
the Departments of Housing and Urban Development, Veterans Affairs,
and Health and Human Services. The goal of the national outcomes
performance assessment is to provide a site-by-site description of
program implementation, as well as descriptive information on
clients served; services received; housing quality, stability, and
satisfaction;....
