When a disaster occurs in a State, the
Governor of the State may request that the President declare an
emergency or disaster. The Governor submits a request to the
President through the appro- priate FEMA Regional Director to
ensure prompt acknowledgment and processing. FEMA senior level
staff evaluates the damage assess- ments and forwards
findings/recommendations to the Secretary for review. Based on the
information provided, the Secretary forwards the Governor's request
to the President for approval.
