This submission seeks clearance from
OMB to conduct an 18-month follow-up survey and in-depth process
study in 3 states examining approaches to assist low-income rural
families move from welfare to self-sufficiency. A three-tier
strategy is being used to address the evaluation's research
questions, including an impact study looking at the differences
between control and intervention groups with respect to factors
such as employment rates, earnings, and welfare receipt; a
cost-benefit analysis, which will calculate estimates of net
program cost-effectiveness' and an in-depth process
study.....
