statement. NIH has agreed to modify the survey instrument in the
following ways: 1) ask questions #18 and 19 to all respondents, 2)
delete question #20, 3) revise marital status categories for
question #21. Information from the targeted samples will be used to
develop educational and communication materials only and will not
be used for comparative analyses or generalized to the larger
population. Due to the possibly controversial topic of this study,
NIH should ensure that the study results adhere to a higher level
of data quality pursuant to the OMB and DHHS Data Quality
Guidelines. Any information based on the results of this study
should be reviewed according to these guidelines before release
and/or dissemination to the public.

This telephone survey research study,
of representative samples of American adults and populations
disproportionately affected by HIV/AIDS, is intended to measure
Americans' awareness and knowledge about and attitudes toward HIV
vaccine research. It will serve as an evaluation tool to measure
effects of the HIV Vaccine Commuinications Campaign on improving
levels of awareness of and attitudes toward vaccine research. It
will involve a total of 3,500 interviews.
On behalf of this Federal agency, I certify that
