instrument with the universe of sites, HRSA submits to OMB a plan
for evaluating general/item nonresponse and data validity issues
with a representative sub- set of grantees/ sites. OMB is concerned
that this survey as the first comprehensive assessment of the black
lung program contains numerous detailed questions that have been
tested with only two sites that most likely are not representative
of all programs.

The study will provide a comprehensive
description, along a number of dimensions, of the Black Lung
Clinics Program grantees/sites funded by the Bureau to provide
health services to individuals with a history of mining
employment.
