OMB requires DoD
to consider methods to avail building pass applicants an electronic
option in accordance with the Government Paperwork Elimination Act
while adhering to security practices to avoid vulnerabilities.
Specifically, DoD is asked to consider how its Joint Personnel
Adjudication System (JPAS) might reduce the burden of building pass
administration as well as electronically processing security
clearances for the same applicants.

The information collected is used by
the Washington Headquarters Services to verify need and to issue a
DOD Building Pass to individuals who regularly work in or require
frequent and continuing access to DOD owned or occupied buildings
in the National Capital Region. Individuals may be DOD personnel,
other authorized U.S. Government personnel, and DOD consultants and
experts.
