4/29 and 4/30. In addition, HHS will add a response category for
the question about reasons for remaining abstinent about avoidance
of pregnancy concerns. This study uses a purposive sample of
programs for both the implementation and impact study. Given the
limitations of that sampling approach, the following terms of
clearance apply: (1) This should not be considered a representative
sample of abstinence programs, and cannot be used to remark on the
overall effectiveness of abstinence programs as a whole. (2)
Programs in the study should not be compared to one another, nor
should the results be used to advocate for the superiority of any
one approach over another. (3) Any reports stemming from this data
collection should highlight the limitations of the sampling
methodology and the limitations on conclusions that should be drawn
from the data.

This data collection will support HHS
efforts to document the impact of programs funded through the
abstinence education provisions of the Personal Responsibility and
Work Opportunity Reconciliation Act of 1996, as part of the
Congressionally mandated evaluation of these programs.
