OMB notes that
the agency has stated that this collection uses no statistical
methods and provided no Part B to the supporting statement.
Therefore, the agency may not report the results of this survey in
an aggregated form, may not quote summary statistics to represent
industry impressions of the competitiveness of the agency, and may
not present the results as representative of the export industries.
Should the agency want to make these statements, the agency should
develop a statistical methodology for this survey, including
clearly defining the universe of respondents, defining a sample
frame, and exploring options to reduce nonresponse.
