final changes submitted 1/9/02. It is noted that ED has agreed to
pre-fill all duplicate data elements in the interim reports (for
the data fields in which the data has been provided in the grant
application or the previous performance reports), in order to allow
the grantee to make changes if necessary without adding additional
unnecessary burden within a year of clearance. Therefore, clearance
will be granted for one year, and ED will need to show that the
electronic processes are in place at that point.

Title V of the HEA, provides a
discretionary grant program that makes competitive awards to
Hispanic-Serving Institutions to assist these institutions of
higher education expand their capacity to serve Hispanic and
low-income students. Grantees annually submit a performance report
to demonstrate that substantial progress is being made towards
meeting the objectives of their project. This request is to use an
Interim Performance Report in conjunction with annual reports to
more effectively elicit program-specific information. The Interim
