consistent with answers to OMB/ONDCP questions dated 6/18, and
followup memo dated 7/26. In addition to the changes agreed to in
those memos, the following terms of clearance apply: -- The results
of the case studies and any other data collected should be reported
formally at least annually, in order to be utilized in policy
decision making. -- Results of the study must be qualified in any
report based on the problems associated with non-standardized data
coolection. It should be clear that the evaluation is not
necessarily comparing idential data across states, despite
secondary attempts to standardize the state-collected data. -- As
stated in the memo, prevention activities should not be used as a
covariate. Analyses should not statistically "adjust for" the
extent of prevention activities. -- State-level outcomes cannot be
generalized to youths living outside of households, and
community-level outcomes should not be generalized outside of
students not attending public schools (students not in school or
students attending private school). -- The request for copies of
school survey data files prior to OMB approval was a violation of
the PRA. SAMHSA shall insure that no such violations of the PRA
occur in the future.

The SIG program has funded 27 States
and the District of Columbia to help prevent substance abuse among
youths aged 12-17 years. At the State level, SIG-instigated systems
change is expected to optimize the use of funding for substance
abuse prevention from State and federal sources, and at the
community level prevention gains in specific communities are to be
expected as a result of the prevention interventions supported by
the SIG program. This submission is for approval of four protocols
to be used in the process componenet of the SIG cross-site
evaluation. The outcome......
