The agency is
instructed to reexamine it burden estimate. In particular, it is
not obvious that the information the applicant must provide to
comply with the environmental and economic analytical requirement
are prepared as a normal course of business (particularly in lesser
developed countries) or adequately considered in the estimate of
six hours per response. Also, there are a significant number of
places where the applicant is instructed to consult with the
agency. The time spent on these additional consultations must also
be included in the hour estimate.

eligibility, assess the environmental impact and developmental
effects of the project, measure the economic effects for the United
States and the host country economy, and collect information for
underwriting analysis.
