SSA processes about 11 million
requests for SSN replacement cards annually. SSA is proposing to
conduct a survey of a random sample of applicants who request a
replacement SSN card to obtain information on reasons for replacing
the SSN card and willingness to pay a fee for a replacement card.
SSA is evaluating whether to charge a fee for replacement cards and
will use the information from the survey to develop policy on when
it would be appropriate to charge a fee for a replacement SSN
card.

the collection of information encompassed by this request complies
