The Distance Education Demonstration
Program is a new program designed to test the quality and viability
of expanded distance education programs that are currently
restricted by provisions of the Higher Education Act (HEA). Under
this program, the Secretary of Education may waive certain
statutory and regulatory requirements for institutions that are
participating in the program, in exchange for their assistance in
evaluating the results of the program. During the first year, the

systems of institutions, or consortia of institutions
