random assignment. In the event that HHS cannot find an appropriate
number of sites and wants to proceed with an alternative evaluation
design, HHS will submit the alternative design for OMB review and
approval.

These site visit discussion protocols
will support the collection of detailed information on
welfare-to-work grantees' implementation decisions and strategies.
The visits are an integral component of the study's process and
implementation analyses.
